“Bar Association” is episode sixteen of season four of Star Trek: Deep Space Nine.
It’s the Bajoran Festival of Renewal and Quark’s bar is very empty. So empty, in fact, that he decides that everyone should get a cut in their wages. Rom has also collapsed due to an ear infection; when Dr Bashir asks why he didn’t get it treated sooner, Rom says that a standard Ferengi employment contract doesn’t allow for time off or sick pay. So Julian suggests that he negotiates a better contract, and form a union. Which Rom does.
There is initial opposition from the other Ferengi employees of Quark’s, although not from the non-Ferengi. The reason there is opposition is because unions are forbidden under Ferengi law. When Quark refuses their demands, his employees go out on strike. As a consequence, Liquidator Brunt of the Ferengi Commerce Authority arrives on the station determined to settle the strike by any means necessary – and not by any means beneficial to the strikers. If it isn’t sorted out soon, there will be violence.
Meanwhile, Worf is still finding it hard to adjust to station life, especially when someone breaks into his quarters. He confronts Odo about it, and Odo points out that even the Enterprise had problems, so he should consider just how difficult it is maintaining security on a station like DS9.
