“Ties of Blood and Water” is episode nineteen of season five of Star Trek: Deep Space Nine.
Legate Ghemor, the Cardassian who was initially convinced, by a plot, that Major Kira was his missing daughter in “Second Skin”, is also the leader of the dissident movement, and is visiting DS9.
Kira wants Ghemor to help lead the opposition against Gul Dukat’s government. Ghemor would probably be willing – but he is dying. Ghemor may not be Kira’s father, and she may not be his daughter, but they have feelings for each other, despite being Bajoran and Cardassian. With Ghemor’s daughter being still lost, and probably dead, she’s the closest thing to a daughter he has – and he’s the closest thing to a father.
Dukat wants Ghemor extradited back to Cardassia, but that isn’t going to happen without a fight. So a Jem Ha’dar battleship arrives at the station. Before Ghemor dies, he wants to do an old Cardassian custom, in which the dying share their secrets with their family, in order that the knowledge be used against their enemies. Kira is the closest thing to family, so Ghemor wants to share it with her. This would be a highly useful source of knowledge for the Federation.
Kira spends much of the episode catering to a dying Ghemor, as Dr. Bashir is unable to do anything other than possibly prolong his life and ease the pain. Kira also has flashbacks to the death of her father.
Dukat arrives on the Jem Ha’dar battleship – along with the Vorta, Weyoun. Weyoun had been killed in “To the Death”; this is a clone. Dukat has bargaining chips for both Ghemor and Kira.
