“Shakaar” is episode twenty-four of season three of Star Trek: Deep Space Nine.
The first minister of the Bajoran provisional government has died, and the person who has stepped in to take his place is Kai Winn, the planet’s religious leader. Although she will need to be elected, there is no-one running against her. Major Kira is not happy about this but, as Odo points out, they both have a rather different, and much more negative, opinion of the Kai than most of Bajor – even though their opinion is justified.
Kai Winn then recruits the major’s help. The former leader of Kira’s resistance cell has got some machinery that the government wants back (although it seems he shouldn’t have to give it back yet) and the Kai wants Kira to get it back.
The situation rapidly devolves, as Kai Winn isn’t tolerant of challenges to her authority. She attempts to get Federation help, by essentially threatening them, but Sisko refuses. On Bajor itself, Bajoran is being turned against Bajoran. If something isn’t done, civil war looks like a definite possibility. Kira herself sides with her former resistance colleagues.
