“Caracas 1967” is episode one of season two of Powers.
In the season one finale, “F… the Big Chiller”, ‘Big Bad’ Wolfe was finally killed, with Johnny Royalle finally finishing him off by severing Wolfe’s head from his body. Which also made Johnny an instant hero. Before he died, Wolfe had transferred something to Calista, and now she finally has the powers she always thought she had. Walker had finally accepted that he no longer had his powers and seemed to have come to peace with this. This helped his relationship with RetroGirl, which finally seemed like it was going to be a thing again. Then RetroGirl was found dead, her throat slit, on a sheet with the name Kaotic Chic written on it. Krispin might be responsible in some way; he is involved in Kaotic Chic and blames Powers for killing his mother (as well as killing his father), when a publicity stunt she did went horribly wrong. He and Chaotic Chick were planning to change the world shortly before RetroGirl turned up dead.
This episode starts with a press conference by Commander Cross saying that the investigation is ongoing. Krispin and Chaotic Chick are in a speeding car, talking about what they just did (although not actually admitting what it was). They are on the way to Powers Division. Then they get in an argument, stop the car, get out and the car explodes shortly afterwards. If they’d still been in it, as they were supposed to be, they’d be dead. Then Chaotic Chick runs off.
Walker doesn’t believe that Kaotic Chic is responsible – he thinks a Power was responsible as RetroGirl was supposed to be invulnerable. He thinks the scene was staged and his first suspect is, naturally, Johnny Royalle, as he’s pretty much Walker’s default suspect. However, given how close Walker was to RetroGirl, Cross won’t let him be on the case. Pilgrim is put in charge of the actual case (and given a new partner, Kutter, which she isn’t happy about), and Cross tells her to bring Krispin in, but Walker says to her at least this means he won’t have to follow the rules. Walker isn’t in a good place though. Two agents of the FBI, one at least a Power (and Walker knows them), turn up and say that the President has asked them to help with the case in any way they can, not to take it over. They aren’t that helpful though.
The first place that Walker goes is RetroGirl’s house, where he looks into the appointment she talked about. Outside the house he meets Patrick, who says he warned RetroGirl that eventually they were going to kill her. Patrick is also a Power, Super Shock, who hasn’t been seen in decades, and he doesn’t have a high opinion of normal people.
There’s an increasing amount of evidence pointing to Krispin, but Walker still doesn’t believe he did it. RetroGirl’s body is still invulnerable for one thing. Calista is trying to learn how to use her powers. She can fly, although she’s having problems flying straight, and she has super strength. Zora is still in hospital, following Wolfe’s attack on her.
The title references the Caracas earthquake 1967, which RetroGirl helped out at. Evidence is shown as to just how long RetroGirl has been around.
